Why are you advertising when your not even done making up the forum? I know it'll be attractive to people who are control freaks and like sites that are still being worked on... However, I just think it wasn't very smart. That was my personal view.
Now for an actual question. do all the animals speak the same language?
Like for example if i was rpging a bird.. A large animal was about to eat me.. could I say something like "Don't eat me!!" and then go from there and end up as your petty slave?
though with all the animals.. Wouldn't it be more entertaining to have the lower animals be slaves and sometimes food? Then the larger more superior be like a king or possibly even a supposed reincarnated god? Then maybe have some other things going on.. That will lead up to drama? well possibly break the laws of physics?
Since I am already blabbering instead of doing my studying for speech. When two different animals decide to mate. How do you plan to handle that? Would it be like in Pokemon where the baby ends up looking like the female or one of the parent? Or would you actually have a person cross them. If they have the technology and are quite skilled at Gimp/Photoshop/pain/paint.net/ and etc. ?

Well, the forum is under construction still, but that's only because I'll never be able to settle on a proper skin.
Also, the RPing boards, like Tygerz said, are invisible to guest to protect copyrighted material our members create. I've seen sites like that before, it really sucks, so I want to protect my member's creativity at the get-go.
Now to answer the rest of your questions:
1. Yes, all animals speak the same language. It'd be kind of hard to have them all interacting without that. However, now that you mention it, it'd be pretty interesting to have uh... "Classes" speak differently. That is, avian differently from mammal differently from reptiles. That way dogs and cats could yell at each other, but it'd be difficult to understand birds or lizards. /saves idea for later.
2. This RPG is based on a Warrior Cats-like system made up of co-existing clans headed by a leader, supported by two "deputies" and aided by a sage. Loyalities are to the clan, not any one animal. However, there may be some packs, prides or tribes in the future with the leader stylizing themselves as "King". Our plot is free-form, so things like this are majorly up to our members who may PM me at any time with plot ideas, or even post them in the appropriate board.
What kind of two animals mating? Like, a tiger and lion would mate and end up with a liger. However if you mean a feline and canine then, unless you buy a "healthy litter" coupon-thing in the store then you wouldn't have offspring. In the case that they do get a healthy litter of one or two, then I'll decide whether the offspring will look like their mother, father or a combination. (Of course, the store has an item where you can decide that, as well.) For combinations, I will try my best to manipulate it for someone who can't themselves and hopefully we'll have some cool graphic artists here as well who can help.

Well the thing about the unfinished board. Was not about the baord themselves or the skin. It was actually the information header. That says "link one", "link two", and well etc..
As for the reptilian speaking to a mammal part... If that is the case then how can all the animals talk to each other? Maybe put some where saying only certain animals could talk to certain animals.. That only one animal is possibly choosen to speak all the languages?
Like for example..(note purposefully not using your clans. )
Treeclan:
Would be made up of all animals that live and sleep in the trees such as (birds, squrriels, and other tree climbing rodents.)
Then let's say this other clan..
Dirtclan:
Made up all all the animals that love to live on the ground and may have the ability to climbing up a tree. However finds quickly that they can't stay in the tree without falling or breaking limbs. Or easily move in the tree like Treeclanners

Maybe each species/clan whatever has their own languages but there is one universal language they all speak?

Link 1, Link 2 and so forth are because I didn't want to edit them out, lol. I mean.... I really don't see the importance of linking to the board and then to every thread in the board, but I'll finish that...uh, after I update the header image. Which I need to fix. It's bugging me.
Anyway, I think having all the animals speak differently would be confusing, so I'll put it somewhere that all animals can understand each other. Thanks for pointing that out.
For the clan-things, each clan is intermingled. Cloudclan is supposed to be the most intermingled probably with birds more prevelant, Duskclan being primarily canines, Stormclan primarily felines and Dustclan mostly evenly distributed between canines and felines with a lack of birds. Of course that's subject to change due to popularity with members and the way they interpret the landscape each land has. (I.E, Cloudclan is situated in a foresty almost jungle-like area, so felines would probably like it there more then canines, etc.)
Also, there's room in our non-existent plot for members to create their own group and try to organize the clans any which way they would like a la Scourge and Tigerclaw.
